I don’t know about pre-built hubs/gateways, but you can [buy a Zigbee Dongle and build your own](https://forums.pimoroni.com/t/zigbee-with-python/28023) with a Raspberry Pi. That’s what I did, exactly because I didn’t want cloud integration etc..
