I think this is the same (or similar) to issues I had this week. Are you attempting to install on the latest (Bookworm) Raspberry Pi OS? The python install on there works differently, with virtual environments, and the fix to the enviroplus scripts isn’t yet merged in.
You could check out the branch with the fixes and test them out.
I’m afraid I took the easy option and installed the Legacy (Bullseye) OS, then I fixed the scripts by installing old versions of the dependencies. Full details are in this thread:
