Speaker Phat DOA? LOWWWWWW sound. Slow

Got my new Phat today. Soldered just fine. Stuck it on the back of a Pi3.
Ran test.sh and I have to literally place my ear on the speaker to hear it.
(check level at alsamixer - not the issue)
ALSO,
the sound is VERY SLOW - I thought maybe it was some funky hip hop - but its SLOW speed making the voice LOW frequency.
Tried a Youtube video - same thing. Like 1/2 speed or slower.

Vu meters work fine on test.sh and youtube.

This sounds like it’s quite likely to be a software issue- could you try with a fresh install of Raspbian?
