Pi 5 boots just fine from SD or USB
Removed USB, created fresh SD card image, PI boots OK
Attach NVMe base with SD card still in, and nothing, no boot.
How do I get it to boot from USB or SD to configure and boot from NVMe?

What is shown on your display when this happens?
What is the power / status LED on the Pi showing?
Did you modify the stock boot setup in any way?
Nothing on the display, it doesn’t even begin to boot.
LED is constant green, fan is always on.
Boot unchanged from adding WiFi credentials when writing SD card.
Ok, nothing on the display was unexpected? Usually you get some kind of Status / Diagnostic message with a hint at why it didn’t find any boot media. I’d remove the SD Card and leave the Base connected and see if you get anything on the display? Official Raspberry Pi Power Supply?
It’s all working OK now.
Official PSU = yes.
I wonder if it was something to do with it previously being configured to boot from USB, because with USB & SD & NVMe it was OK. Image written to NVMe and booting OK nicely from there now.

It might be, that’s why I asked you if you modified the stock boot setup in any way. You got it working, that’s the main thing.
If I remember correctly, way back when?
I booted from an SD Card, and then imaged the NVMe drive.
Then set the boot order to NVMe.
Booted from that, and double checked my boot order.
Then took the SD Card out and booted from the NVMe drive.
