Reading HEX codes on IR remotes

Hi
I’d like to build a device to read the HEX codes on pressing keys on any IR remote.
Please could you recommend the components needed.

I found some articles that suggest how to do this but not the exact components. I thought an arduino kit might do it with an IR receiver?
