Can two Clipper HAT Mini's talk to each other?

Hi,

I’ve got a couple of Clipper HAT Mini’s working on a RPi5 and RPi4 using the 1NCE SIMs. I wanted to get them talking to each other via TCP. I got the impression that this is what 1NCE network would do.

Can this be done with some configuration?
