Commission to design a Pico-powered board?

I’m investigating what it would take to commission a circuit board designer to help me make a 16x16 RGB LED display on a board powered by a Pico 2W. If this sounds like the Stellar Unicorn, you’d be right… but this board would be the size of the now-retired Unicorn Hat HD.

Is this a good place to ask for help on such a project?

Hm,this really sounds like the Pico2 W Unicorn Stelllar. That board is 16x16 like the Unicorn HD and powered by a Pico 2W. What would be the difference? From the images, both board dimensions are driven mainly by the 16x16 LED-matrix, so the size would be very similar?!

My post explained it. The Stellar Unicorn is 108x108mm. That’s way bigger than I want.

The board size I want would be very small — 65x65mm, and the LEDs would be small, with a 3.3mm pitch.

Ok, that size information was missing for the Unicorn HD.

Now back to your original post: you are asking for help, so I assume you are basically able to design the board yourself? I am a hobbyist but I already designed many boards and thanks to JLCPCB (my preferred fab) production is fast and easy - they have a great workflow. So if you need some guidance, you can send me a PM and we can sort things out.
