Raspberry Pi 3 B+ and Picade Hat

Hi, I have a Raspberry Pi 3 B+ and the Picade Hat (the one with the joystick design).

The Picade Hat doesn’t seem to power my Pi though the GPIO pins when I plug my power supply into the board. Do I have a faulty Picade hat?
