Get an error message that it gets an error downloading ISO to the SD card.
It’s downloading from:
http://software-download Microsoft.com/
according to these instructions you do not burn the ISO, but instead use a MSI to flash a pre-imaged ffu files:

And, yes, that would mean you’d need a PC to get this far…
Windows IOT is a nightmare. Why use it. You need another computer to set it up. Its huge. takes forever and your trying to run it on a very limited system. I prefer any linux over Microsoft. The point of microsoft is to capitalize not to innovate.
