Wide Input SHIM fault

Hi, I’ve a Wide Input SHIM that’s gone faulty. Voltage output is too low, so Raspberry Pi goes in reboot cycle (around 4.2V, I think). Off load output is about 22.5V. Both with 5V ish inputs. Unit was previously working, but went faulty when I swapped it from one Raspberry Pi to another. Both Raspberry Pi’s are fully functioning on other power supplies.

SHIM was bought in March. Would this be a warranty replacement?
